摘   要


随着经济的飞速发展,实现经济形式的转变发生了极大的变化,人力资源发挥着越来越重要的作用。从我国改革开放30多年的历程中,我们可以清楚地看到,人力资源的确是推动中国经济发展的最重要资源,堪称“第一资源”。当前,席卷全球的金融危机使本已问题多多的经济环境严重恶化,每个企业都不得不面对业务缩减的现实。为了应对危机,确保企业的生存,很多企业开始裁员,缩减投资。在此时,我们的政府部门也加紧的采取各种措施促进就业,帮助企业,帮助员工走出困境。如何充分地利用各种人力资源,就成为整个社会最关切的问题之一。

ABSTRACT


With the rapid development of economy and achieve economic changes have taken place in the form of great change, human resources play an increasingly important role. From China's reform and opening up more than 30 years of history, we can clearly see, human resources is to promote the economic development of China's most important resources, known as the "primary resource."At present, the financial crisis sweeping the globe has been a lot of problems so that the serious deterioration in the economic environment, every enterprise had to face the reality of reduced business. In response to the crisis, to ensure the survival of enterprises, many enterprises began to lay-offs, reducing the investment. At this point, our government departments have also taken various measures to intensify the promotion of employment, to help companies help employees out of the woods. How to make the best use of human resources, the community as a whole has become one of the most concern. Personnel management of enterprises is particularly important, therefore.In the current and future development, corporate human resources management departments will play a more heavy, a more important role.
