关于加强机关行政效能建设的几点思考

摘  要：目前，在我国一些地方政府及其职能部门中，“效率”概念的使用频率日益减少，而“效能”概念的使用频率却日益上升。从“效率”到“效能”，不仅是表面上的文字差异，更是蕴涵着价值理念的创新与政治文明水平的提升。中国目前处于一个高速发展的时期，由于经济发展的需要，机关的行政效能必须要进一步提升。加强机关效能的建设不是单一的改进，而是从公务员的素质、机关的效能制度、行政方法的改进等等方面去改进。

English Title: Construction on the strengthening of adminstrative efficiency organs thoughts

Abstract Currently, some local governments in China and its functions, the "efficiency" concept of decreasing frequency of use, and "performance" concept is the use of the frequency rising. From the "efficiency" to "performance" is not only the text between the surface, it is implying values of innovation and raise the level of political civilization. China is currently in a period of rapid development, because economic development, institutions must be to further improve administrative efficiency. Enhance efficiency in office building is not a single improvement, from the quality of public servants, the performance of organ systems, improvement of administrative methods, etc., to improve them.
