公共政策功能探析

摘  要：公共政策是指公共权力机关经由政策过程所选择和制定的方案，是为解决公共问题，达成共同目标，以实现共同利益的方案。公共政策的形成是一个过程，人类利益的形成是公共政策形成的基础；利益内在矛盾基础上形成的利益关系是公共政策形成的关键；政治权力的形成是公共政策形成的保障；权力制约关系中的矛盾性和同一性决定了公共政策的基本内容。公共政策具有管制、引导，调控和分配这四种职能。为了更好地发挥公共政策的功能，应该从政治体系的层次、从政治过程的层次以及从政策层次这三个层次方面着手，以便制定合乎事物发展规律的和代表广大人民群众根本利益的政策。

Functions of public policy
 
Abstract：Public policy is the policy of public authorities selecting and developing through the Policy process, is to solve public problems and reach common goals and to achieve common interests of the program. At the same time the formation of public policy is a process, the formation of human interests is the basis for the formation of public policy; internal conflicts of interest based on the formation of interest is the key to the formation of public policy; the formation of political power is the protection of the formation of public policy; the contradiction and identity of the power relations decide the basic content of the public policy. Public policy concludes four functions, they are the control, guidance, control and distribution.
In order to play the function of public policy effectively ,we should formulate policies from the political system ,from the political process and from the policy level ,in order to develop the policies in line with the law and on behalf of the fundamental interests of the masses.
