论政府在危机管理中的职能和作用

我国正处于社会转型的关键时期，各种矛盾相互交织，危机频发，同时呈现出危机事件涉及领域多元化、危机事件种类多样化等新的特征，从而增强了我国政府危机管理的难度和复杂度。对此，我们必须时刻保持高度的警惕性，建立起应对各种危机的体制和对策，未雨绸缪，以保证社会健康发展。本文根据公共危机发展的规律，介绍了公共危机管理的相关概念及其特征，同时立足于我国政府危机管理的现状，分析了政府在危机管理中的成就和不足，并提出了相应的对策。

On Function and Role of Government in Crisis Management
      ABSTRACT:  The social transformation of our country is in a crucial period, various contradictions are intertwined, and crisis-prone, but presents a crisis area diversity, diversity of crisis events and other new features, thus increasing the difficulty and complexity of the Government crisis management. In this regard, we must always maintain a high level of vigilance, build system and countermeasures to cope with various crises, take precautions to ensure healthy development of the society. Based on the development law of public crisis, and introduces the concept of public crisis management and its characteristics, and based on the situation of the Government crisis management, analysis of the achievements and shortcomings of a Government in crisis management, and puts forward corresponding countermeasures.
