论网络反腐问题的法律分析近些年来查处的国家机关工作人员和领导干部的腐败案件来看，很多案件是根据网民向相关机构举报提供的线索查处的。我们应该清晰认识到，治理腐败问题，网络代替不了法律，必须要法制，必须依照程序，只有法律才能真正保护举报人。而《决定》的出台恰恰是为了保护网民的个人身份信息。从这个意义上看，网民大可不必认为《决定》会影响网民对腐败行为的揭露。相反，《决定》会对网民有所约束，让网民更加负责任地举报、举证，让纪检部门更有效率的开展工作，让那些真正的诉求浮出水面，这样的“网络反腐”才能进一步成长壮大。
本课题主要从四个方面对我国网络反腐法律制度进行分析：第一部分是网络反腐的概述，主要阐明其基本含义、我国网络反腐制度的发展概况和网络反腐的立法；第二部分涉及网络反腐的表现形式，包括网上举报和电子政务；第三部分是对我国现阶段我国网络反腐问题的的综合分析，主要包括有利方面和有弊方面两个方面以及网络反腐的意义。第四个方面是对完善我国网络反腐制度的有关构想。
