山东省乳制品产业发展研究
乳制品营养丰富且全面，是提高人民营养水平、增强身体素质的优先选择。同时，发展节粮、经济、高效的乳制品产业对农牧民脱贫致富和促进我国农业的可持续发展具有十分重要的意义。目前乳制品产业发展及其管理问题是近年来学术界和政府有关部门一直关注和研究的问题。本文运用经济学理论，应用文献分析、实证分析等方法，分析了山东省乳制品产业发展的现状及存在的问题，并提出一些措施和政策建议。近年来，山东省乳制品产业获得了长足的发展，乳制品的生产加工、消费、进出口等方面都有很大进展，这里既有市场需求旺盛和山东良好的乳制品产业发展条件的影响，也有政府的政策支持因素起作用。但由于多方面的原因，山东省乳制品产业发展及其管理上还存在很多问题，例如，奶源紧张、行业集中度差，奶牛养殖效益低下、缺乏代表和保护奶农利益的组织、消费结构单一，消费信心不足等。通过对国外乳制品产业发展经验的学习和借鉴，缓解我省乳制品产业发展的困境，拓宽我省乳制品产业发展道路。最后，提出加强乳制品产业发展管理的一些措施和政策建议；如加强奶源基地建设，夯实乳制品产业发展基础；培育名牌企业，促进产业集中；加快科技进步，提高生产技术水平；推进产业化经营，优化产品结构；积极合理的引导消费，完善奶协组织，发挥乳制品产业协会的作用，加强质量监管，重塑乳制品消费信心等。

ABSTRACT
Dairy nutrient-rich and comprehensive, is to improve people's nutritional levels, and enhance the physical preference. The same time, the development of grain-saving, economic, efficient dairy industry, farmers and herdsmen to eliminate poverty and promote sustainable development of agriculture in our country has a very important significance. The dairy industry development and management issues in recent years, academia and government authorities have been concerned about and research. This paper uses economic theory, the application of document analysis, empirical analysis and other methods, analyzing the current situation and existing problems of the development of the dairy industry in Shandong Province, and made a number of measures and policy recommendations. In recent years, the dairy industry in Shandong Province has undergone considerable development, production, processing, consumption, import and export of dairy products has a significant progress, both market demand and good conditions for the development of the dairy industry in Shandong, the Government's policy support factors play a role. However, due to various reasons, the development and management of the dairy industry in Shandong Province, there are many problems, for example, milk tension, industry concentration, the low efficiency of dairy farming, lack of representation and protection of the interests of dairy farmers organizations, the consumption structure single, and lack of consumer confidence. And learn from the experience of foreign dairy industry, in order to alleviate the plight of the dairy industry in our province, to widen the path of development of the dairy industry in our province. Finally, to strengthen the management of dairy industry development measures and policy proposals; such as strengthening milk bases, lay a solid foundation for the development of the dairy industry; promote industrial concentration, cultivate brand-name enterprises; accelerate scientific and technological progress, improve production technology; optimize the product structure promote industrial management; an active, rational guide consumption, improve the organization of the dairy Association, the role of the dairy industry Association, to strengthen quality supervision, remodeling dairy consumer confidence.
