论我国环境与生态保护法的完善
随着环境污染、生态失衡在全球范围的日趋严重,生态危机越来越受到世界各国的关注,寻求环境保护和生态建设的有效途径已成为各国政府的执政要务。从 1979 年我国颁布实施第一部环保法律《环境保护法（试行）》开始至今，中国的环保法治已经历了 40 年的时间，在促进我国逐步转变经济增长模式，改善生态环境等方面取得了显著成效。但是，我国目前的环境立法还很不完善，在实施过程中也困难重重。随着我国市场经济的深入发展，我国环境问题更加复杂多变,本身已经很脆弱的环境更加需要进一步的法律保护。本文从完善环境立法的角度,对环境保护的内涵及价值取向、我国环境立法中存在的问题、完善环境立法的建议等方面进行论述,以期逐步落实生态文明,实现人与自然的和谐发展。

Study on the Environment and Ecological Consummation in China
Abstract : As the environmental pollution and ecology unbalance become more andmore seriouslyaround the world,countries pay more attention on it than before.Since the first environmental law of our country was bring into practice in 1979,China‘sLegalEnvironment Development has been thirty years,we have achieved remarkable effect infacilitating the progress of economic growthpattern‘s transitionandimprovingthe ecological environment though environmental Legislation and Enforcement. However,our environmental Legislation is not perfect and we have vario us difficulties in implement.
With the continuous development of the national socialism marketing, those problembecome more complicated.So the fragile environment need more protect from law.Thispaper stood in perfect environmental legislation,from the environmental protection of the connotation and value orientation,China’s environmental legislation,perfecting the problems exsiting in the aspects of environmental legislation suggestion do simple discussed.In order to gradually implement ecological civilization,realize the harmonious development between human and nature.
