法治政府建设下政府信息公开制度的不足与完善
伴随着经济全球化迅速发展，世界上的信息总量爆发式增长，每天都会产生千百亿信息。各种纷繁复杂的信息随着国际交流的频繁化迅速传播，拉近了相距千万里的人之间的距离，为人们的生产和生活带来了极大方便。政府行使着国家管理职能，行政机关在管理活动中一定会掌握许多与国计民生息息相关的政府信息。政府是国家权力机关，在管理国家事务过程中收集掌握了各种民生信息，公民希望政府能够将这些信息公开，以方便其利用相关信息提高生产生活质量。
当今世界上多数国家的政府信息公开制度已经逐步趋于完善，中国的政府信息公开制度起步相对来说较晚，发展也十分缓慢，在法律制度、思想观念以及实施上都存在或多或少的不足，这就要求中国根据本国国情建立自己的政府信息和借鉴其他国家的先进经验。本文分为四个部分：第一部分：绪论，首先介绍研究背景，提出本文研究对象，对研究现状进行分析，论述政府信息公开的重要意义。第二部分：中外政府信息公开发展对比，国外政府建设信息公开制度带给我国的启示，对国外政府信息公开制度总体发展进行概述，概述日本政府信息公开立法发展，分析其在立法内容上的优势，我国在立法上的可取之处。第三部分：改进和对策建议，从立法层面及实践层面，一一分析，基于中国的国情，提出具有实际操作意义的对策。第四部分：结论，总结政府信息公开对我国建设法治政府的重要作用，政府信息公开是建设阳光透明政府的重要手段，这是推进政府法治建设的唯一途径，需要全社会的共同努力。

Abstract
Along with the rapid development globalization, the total amount of information in the world has exploded, generating billions of information every day. All kinds of complicated information spread rapidly with the frequent exchange of international exchanges, which has brought the distance between people who are thousands of miles away, which brings great convenience to people’s production and life. The government exercises the state management functions, and the administrative organs will certainly have a lot of government information related to the national economy and the peoples livelihood in the management activities. The government is the state power organ. It collects and collects various people s livelihood information in the process of managing state affairs. Citizens hope that the government can disclose this information to facilitate the use of relevant information to improve the quality of production and life.
China’s government information disclosure system started late and developed slowly. There are certain deficiencies in the legal system, ideas and implementation. Relatively speaking, the government information disclosure system in most countries in the world is gradually improving. so China is building. In the process of government information disclosure, it is necessary to base on the national conditions of the country and learn from the advanced experience of other countries. This paper is divided into four parts: The first part :Introduction ,firstly explains the research background and proposes research questions, and summarizes the significance and research status of government information disclosure. The second part: The contrast between the development of Chinese and foreign government information disclosure, the enlightenment brought by foreign government construction information disclosure system to China, the general development of foreign government information disclosure system, the development of Japanese government information disclosure legislation and the analysis of its advantages in legislative content. The merits of the above. Finally, from the overall development of foreign government information disclosure system, the paper analyzes the legislative process and legislative content of the Japanese government information disclosure system. Finally, from the perspective of legislation, it finds its advanced features, and thus has implications for China’s legislative practice. The third part: the improvement and proposal of countermeasures, from the legislative level and the practice level, analyze one by one, based on China’s national conditions, propose countermeasures with practical operational significance. The fourth part: Conclusion summarizing the importance of government information disclosure for building a government under the rule of law, government information disclosure is not only an important way to build a sunny government, but also the only way to promote the rule of law government.
