“脱钩”背景下我国行业协会承接政府职能转移
2015年7月8日，中共中央办公厅、国务院办公厅印发了《行业协会商会与行政机关脱钩总体方案》，以促进行业协会商会规范发展，实现行业协会商会与行政机关脱钩，并在行政、财务、资产、人事、党建等方面做出了重大重新部署。截止至2019年，全国性行业协会商会脱钩改革名单中，全部795家行业协会商会，已脱钩422家，拟脱钩373家，脱钩进程在四年内仅仅实现一半。在这种情况下，本文将尝试用纵向比较法比较行业协会商会在与政府脱钩前与脱钩后的发展方式与存在的问题，同时尝试用横向比较法分析国外行业协会与政府之间的关系，并进一步探讨我国行业协会商会的未来前景，给出可行性建议。

Research on the transfer of government functions undertaken by Chinese industry associations under the background of "decoupling"
ABSTRACT
On July 8, 2015, general office of the central committee of the communist party of China, issued by The General Office of the State Council, the industry association chamber of commerce and the administrative organ decoupling overall plan ", to promote the development of the industry association chamber of commerce standard, realize the decoupling industry association chamber of commerce and the administrative authority, and in the administrative, financial, assets, personnel, the respect such as the party has made a major realignment. By the end of 2019, 422 of the 795 national trade associations and chambers of commerce have decoupled, and 373 of them are to be decoupled. The process of decoupling has only been half completed within four years. In this case,this paper tries to use the longitudinal comparison method to compare before decoupling with the government and industry association chamber of commerce the development way and the existing problems, and after decoupling at the same time try to use lateral comparison method to analyze the relations between the foreign industry association and the government, and to further explore the future prospects of the industry association chamber of commerce in our country, feasible Suggestions are give.
