新冠疫情背景下物业管理与基层治理有机融合的思考

进入21世纪以来，我国城镇化脚步不断加快，房地产行业快速跟进发展，物业增量迅速壮大。原住居民和进城人员聚居形成众多规模不一的社区，出现大量需要实行有效管理的公共区域，社区街道办指导下的居民委员会所提供的一般性公共服务已远不能满足小区居民的日常生活所需。作为注入基层社区治理的新兴现代服务主体，物业服务企业逐渐承担了小区治安，绿化与卫生等众多职责。物业管理行业在我国起步晚，发展快，势必会出现各种不足，但是不可否认的是在当前的疫情防控中，物业企业积极响应政策号召，承担社区防控责任，尽力作为，作为社区基层治理中的重要参与者，为社会基层治理的稳定和谐贡献了积极力量。由此可见，物业管理与社会基层治理有机融合势在必行，应当合理有序推进，本文重点分析物业管理与基层治理有机融合的社会基础，存在问题并提出解决措施，力争得出合理的经验之谈。

Abstract

Since the beginning of the new century, the pace of urbanization in my country has been accelerating, the real estate industry has followed up rapidly, and the increase in property has grown rapidly. The aboriginal residents and people entering the city gather to form many communities of different sizes, and there are a large number of public areas that need to be effectively managed. The general public services provided by community street offices and neighborhood committees are far from being able to meet the daily needs of community residents. As an emerging modern service entity injected into grassroots community governance, property service companies have gradually assumed many responsibilities such as community security, greening and sanitation. The property management industry started late in our country and developed rapidly, and various deficiencies are bound to appear. However, it is undeniable that in the current epidemic prevention and control, property companies actively respond to policy calls, assume responsibility for community prevention and control, and do their best to serve as the grassroots of the community. Meanwhile, as important participants in governance, they have contributed positively to the stability and harmony of grassroots governance in society. It can be seen that the organic integration of property management and grassroots governance is imperative and should be promoted in a reasonable and orderly manner. This article focuses on analyzing the social basis of the organic integration of property management and grassroots governance, and existed problems, put forward solutions, and strive to draw sound empirical conclusions.
