天使投资在国外风险投资业中的重要性说明了正是由于天使投资的快速发展，才促进了国外风险投资业，尤其是处于种子期的风险投资业的繁荣发展。
我国的风险投资业正处于发展的初级阶段，而天使投资的发展更是相对落后，这些都严重制约了我国初创企业的快速发展。为了促进我国初创企业的快速发展，天使投资机制的完善势在必行。因此，在吸取国外天使投资机制发展的先进经验的基础上，针对我国天使投资机制现存的问题，通过采用比较分析、定性与定量相结合等分析方法，进一步提出完善相关立法制度，资本利得税激励政策等促进其快速发展的对策。

Abstract
The importance of the angel capital in the venture capital abroad explain the fast development of the angel capital, just promoted the fast development of the venture capital, especially the flourish of the seed period. In our country, the venture capital is developing in the early stage, but the development of the angel capital is more slowness, these all serious check the fast development of the newly established business in our country. For promoting the fast development of the newly established business in our country, we must perfect the angel capital mechanism. So, on the foundation of absorbing the advanced experience of the angel capital abroad, aiming at the subsistent questions of the angel capital in our country, by the methods of comparing the difference of the homeland and the fremdness, combining the analysis of the quantity and theory and so on, advancing countermeasure of perfecting the related lawmaking system and prompting of capital profit tax etc.
