现代社会，“全民健身”日益受到人们的追捧，但大众可以利用的体育健身场所却十分缺乏。
在影响全民健身进一步发展的制约因素中，体育场馆设施的严重不足是主要因素，人们的健身需求与体育场馆的满足程度之间的矛盾日显。与此同时，作为国家体育健身场所重要组成部分的高校体育场馆迟迟不能得以充分有效地利用。如何在现有的基础上规划和发展高校的场地设施，采用什么样的管理机制让这些场地和设施发挥最大的社会效益，成为高校体育竞争又一突出问题。

Abstract: In modern time, National Physical Fitness is becoming popular with the masses. On the other hand, the stadiums we can use in our physical fitness are far from our needs. We have many facts which have effects on the further development of National Physical Fitness among which is the lack of sports establishment that has caused the contradiction between people’s needs and satisfaction. At the same time, the stadiums in high school haven’t been used sufficiently as part of National Physical Fitness Activities. How to arrange and develop them and how to adopt the supervising methods to obtain the biggest benefit have become evident problems.
