摘要改革开放以来，我国城乡经济得到了突飞猛进的发展。同时，由于发展中历史现实等一些因素导致了我国的区域经济发展并不平衡，沿海地区经济发达而西北部地区经济相对落后。为了实现全面建设小康社会目标，必须坚持城乡区域统筹发展，加大促进欠发达地区的经济发展的力度，也是广大人民群众的根本利益所在。财政性和金融性是农业政策性金融的两大特性，政策性金融服务的主要对象是农民、农村和农业。作为国家宏观调控重要手段之一，农业政策性金融在帮助资金流回农村和农业方向起到了重要作用，是解决“三农”资金稀缺的重要渠道。在例如鲁西南地区等欠发达地区的发展过程中，以调整产业结构，加快工业化进程的跨越式发展模式促进该地区发展的方式并无可厚非，但由于这些地区经济基础薄弱，在发展的过程中，资本稀缺的问题必然会牵制经济的发展。如何发挥农业政策性金融的宏观作用解决好这个问题就成了本文的重点。欠发达地区第一产业通常占有较大比重，这就占有了一定比较优势，要解决好鲁西南地区的经济发展问题，在突出工业化发展进程的同时，就要充分发挥比较优势，工农结合发展，农业产业化向工业化靠拢，从而推动城市化进程，是经济相对落后的欠发达地区发展模式的良策。 关键词（本论文范文的主要论点）：农业政策性金融；政府经济支持；鲁西南地区
