生态旅游作为一种理想的形式，已在我国取得了一些进展，并成为许多地方和部门规划中不可缺少的项目。近年来，国内外的业内人士、学者们定义了生态旅游，并研究指出必须依照可持续发展战略，注重资源长期培育生态旅游,树立科学的发展观，倡导生态旅游的观念。生态旅游的开展,不仅提高了人们走进自然,欣赏自然的兴致,也提高了自然旅游在旅游业中的地位和赚取外汇的份额。本文阐述了生态旅游的内涵与特点，结合滨州市的现状，对生态旅游发展的优势、劣势及发展机遇进行了分析，在此基础上，提出了滨州市发展生态旅游的主要措施有根据滨州市实际情况，提出了发展滨州市生态旅游的主要措施：统一规划，整合资源，实现生态旅游的综合区划；加强生态旅游的宣传工作，形成良好的社会舆论氛围；加大经济和科研投入，解决生态环境保护的资金投入问题；做好旅游线路规划，完善旅游基础设施建设；以文化体验为主旨，深入挖掘旅游产品的文化内涵，开展旅游体验文化项；强化从业人员的技能素质，引导居民积极正确参与；开发与保护相结合，实现生态旅游可持续发展。

In many countries or regions tourism is an important economic sectors and the economic pillar industries of today, ecological tourism as an ideal form, has some progress has been made in China, and many localities and departments indispensable project planning. In recent years, domestic and foreign scholars insiders, the definition and research indicates that the ecological tourism must, in accordance with the strategy of sustainable development, pay attention to the cultivation of ecological tourism resources, establish the scientific concept of development, advocate the idea of ecological tourism. Ecological tourism development, not only increase the people into the nature, enjoy nature, also increased interest in the status of natural tourism industry and earn foreign exchange. In this paper, the true meaning of eco-tourism and characteristics, combined with the status of Binzhou City, the development of eco-tourism strengths, weaknesses and opportunities for development are analyzed, in this based on the Binzhou City, the development of eco-tourism should be guided by the principles and measures. Will be cost-effective, ecological protection and social benefits of combining the three, for quick success and instant benefits to avoid the development model is of great significance, in order to promote eco-tourism in Binzhou City to achieve sustainable development.
