贫困是全球性的社会现象，是经济、社会、文化发展不平衡和自然生态条件恶化以及人类个体差异综合作用的结果。中国是一个农业大国，也是一个发展极不平衡的大国，城乡差距比较大，虽然在改革开放政策的推动下，中国农村大多数地区的经济得到一了快速发展，但少数地区由于经济、社会、历史、自然、地理等方面的制约，发展相对滞后，贫困问题严重，特别是农村贫困问题严重。本文以河北省贫困县魏县为例来研究农村贫困问题。魏县贫困原因：（1）教育程度低。（2）剩余劳动力数量大。（3）农业产业化程度低。（4）社会保障落后。 魏县贫困解决策略：（1）改变投资结构。（2）建立和完善农村社会保障体系。（3）努力提高人口素质。（4）以城镇化引领贫困县科学发展。

Abstract
Poverty is a global social phenomenon, is the economic, social and cultural development imbalance and deterioration of the natural ecological conditions and human combined result of individual differences. China is a large agricultural country, is also a very uneven development of a large country, relatively large gap between urban and rural areas, although under the impetus of reform and opening up policy, China's rural economy in most areas to get a rapid development, but a few areas because of the economic, social, historical, natural and geographical constraints, is underdeveloped in serious poverty, especially rural poverty seriously. This poverty-stricken counties wei xian, Hebei Province as an example to study the problem of rural poverty. Wei xian causes of poverty: (1) low levels of education. (2) a large number of surplus labor. (3) low level of agricultural industrialization. (4) social security behind. Wei xian poverty-solving strategies: (1) change the investment structure. (2) the establishment and improvement of rural social security system. (3) efforts to improve the quality of the population. (4) urbanization,leading the scientific development of poor counties.
