当今社会计算机的运用范围不断扩大，使世界形成了一个巨大的信息网。网络的不断繁荣在为广大民众提供交流思想和发表言论的平台的同时，也使其成为政府了解民意、采集舆情的最重要的场所，在其中发挥了网络舆论监督的作用。网络作为一种新型的监督工具成为了监督政府和社会工作的主力军。网络舆论是一柄双刃剑，既存在着很多优点也有很多缺陷。为了使网络舆论监督更好地发挥其意义，进一步实现社会的公平和正义，我们必须加强对网络舆论的引导。

In today's society computer application scope expands unceasingly, makes the world formed a huge information network. The network in the prosperous constantly provide ideas and comments of the platform, but also make the government of public opinion polls understanding, the most important place in the network, which play the role supervision of public opinion. Network, as a new tool to supervise the government supervision has become the mainstay and social work. Public opinion is a double edged sword network, there are many advantages has many defects. In order to make the network supervision by public opinion better play its significance, further realize social fairness and justice, we must strengthen the guidance of public opinion on the network.
