中国古代监察制度历经四千多年的发展和演变，形成一整套沿革清晰，机构完善，特点鲜明的监察体系。历朝历代统治阶级运用监察来调节和和制约国家各政权之间的均衡关系，重视监察法制建设，运用监察整顿吏治，取得了显著效果。继承和运用古代监察制度，创造性的寻求有益的启示，对建设和完善现在行政监督制度有着极其重大的实践意义。本文从古代的监察制度的特点来构建现代行政监督，构建监察机构的独立性，加强监督法制的建设，严格监督人员的选任等方面来建立高效廉洁的政府，不断完善和健全现代行政监督机制。行政监督是中国特色社会主义的一项新事业，在遇到新问题，新情况和新矛盾时，要求我们结合国情，以科学发展观的态度，解放思想，实事求是，与时俱进。

The monitoring system in ancient China after 4000 years of development and evolution, the formation of a clear set of History, agencies improve the distinct characteristics of the monitoring system. Chinese dynasties ruling class and the use of monitoring to regulate and restrict state equilibrium relationship between the various regimes and attach importance to monitor the rule of law, the use of official management to monitor the consolidation achieved remarkable results. Inheritance and the use of ancient monitoring system to find creative and useful lessons for building and improving administrative supervision system now has an extremely important practical significance . In this paper, the ancient characteristics of the monitoring system to build a modern administrative supervision, the independence of the monitoring body to build and strengthen supervision of the construction of the rule of law, strict selection of supervisory personnel, etc. to create a clean and efficient government, constantly improving and perfecting the modern administrative oversight mechanisms. Administrative supervision is socialism with Chinese characteristics, a new career in the face of new problems, new situations and new contradictions, calls for us to national conditions, the attitude of the scientific concept of development, emancipate our minds, seek truth from facts.
