人民的权力属于人民，人民是国家的主人，在中国共产党的领导下，特别是改革开放以来，人民的民主权力越来越受到重视。然而在市场经济的不断发展的条件下，作为实际权力拥有者的人民在不断的丧失权力的执掌权，而身为人民事务委托对象的政府却将权力大量收归手中，政府与公民之间的利益分歧也在逐渐现实化和明朗化。随着政府职能的转变，政府与公民之间的关系日趋紧张，理顺政府与公民的关系成为构建我国社会主义和谐社会、推进服务型政府建设的当务之急。建立政府与公民合作新关系，不断增加社会资本，实现政府行政管理的法制化、规范化，培养公民参政意识，让公民积极参与政府管理，形成团结、合作、自主与信任的公共精神，政府全心全意为人民服务，追求政府与公民利益的最优和最大化。
