公共卫生建设是关系国计民生的大事，高校的公共卫生工作与高校的改革发展同样关系重大，然而，近几年高校突发公共卫生事件的爆发日益频繁，成为威胁高校稳定、危害大学生心理和生理健康的重要因素。目前，我国高校在应对突发公共卫生事件时,对其危害性认识不足、应急机制和疾病预防控制网络不健全、部分公共卫生工作环节薄弱,所以，完善我国高校突发公共卫生应急系统、防御系统成为当务之急。本文从高校突发公共卫生事件的内涵、类型及表征着手进行探讨，对比国外高校突发公共卫生事件的应急、预防机制及处置措施，进而分析我国在机制、措施方面的不足，提出我国高校突发公共卫生事件的诱发因素，并提出治理路径，试图为改善高校突发公共卫生事件工作提供一定的参考。【关键词】高校；突发公共卫生事件；治理路径
Abstract
Public health construction is great, relating to the university's public health work in colleges and universities of reform and development, but also vital in colleges and universities, public health emergencies, become increasingly frequent outbreaks of college students, stable threat to physical and psychological health of the important factors. Currently, our country college in response to public health emergencies, and its harmfulness of emergency mechanism and disease prevention and control, imperfect network, and public health work link so weak that perfect our country college emergent public health emergency system, defense system has become a top priority. This paper starts the connotation of public health emergencies, the types and characterization, compared to foreign universities for public health emergencies, prevention and emergency measures, then analyses disposal in mechanism and measures in Chinese universities, public health emergencies, and puts forward the inducing factors for improving governance path to public health emergencies universities provide certain reference.
