新公共管理理论是在20世纪80年代后全球范围内大规模的行政改革浪潮而兴起的政府管理范式，其核心理念为经济、效率、效能，俗称“3E”。创建节约型政府所追求的是政府人力、财力、物力的节省、节约、节能，这与新公共管理的“3E”理念有着相契合的方面。虽然新公共管理的“3E”理念遭到来自各方的批判，但是对于构建节约型政府却有着某些合理的借鉴意义。
