中山农村社会保障机制新探索摘要社会保障制度是一项基本的社会政治经济制度，也是一项重要的关乎民生问题的社会制度，用以保障居民的最基本的生活需要。逐步增进全体社会成员的物质和文化福利，保持社会安定，促进经济增长和社会进步。当前，我国农村社会保障刚刚起步，正处在试点摸索阶段，农村社会保障机制还存在问题。而中山市位于中国广东珠江三角洲中南部，是珠江口西岸的重要城市，更是有名的侨乡。至改革开放以来，中山市保持着持续快速健康发展，成为国内外闻名的经济强市、文明城市，基本建成了经济协调发展的示范城市，于1997年荣获联合国“人居奖”称号，并努力建设既适宜居住又适宜创业创新的现代化城市。因此，以中山农村社会保障为对象，分析研究中国农村地区社会保障机制及实施等情况，有利于了解中国的社会保障机制。

Social security system is a fundamental social and political and economic systems, is also an important livelihood issues related to the social system to safeguard the most basic living needs. All members of society to gradually improve the material and cultural well-being, social stability, promote economic growth and social progress. At present, China's rural social security just started, is in a pilot exploratory stage, the rural social security mechanism also has some problems.Zhongshan located at the Chinese Guangdong Zhujiang Delta south central, is the Zhujiangkou West bank's important city, Is famous overseas Chinese district. Since to the reform and open policy, Zhongshan has maintained is continuing the fast healthy development, becomes economical forced purchase which, cultured and civilized city domestic and foreign is well-known, has completed the economical coordinated development demonstration city basically, has the honor to receive the United Nations in 1997 “the human to occupy the prize” the title, and constructs both the suitable housing diligently and the suitable undertaking modernization city. Therefore, take the Zhongshan society rural social security as the object, analytical study China rural social security mechanism and implementation, is heplp to understands the rural social security mechanism of China.
