自1987年深圳市第一次公开拍卖一块使用年限为50年的、8858平方米、紧靠深圳水库，最后以525万元的价格成交的土地开始，土地使用制度出现了由实行行政划拨向国有土地有偿使用制度的巨大变革。随着土地使用制度的改革，土地出让金也随之出现。已有很多学者从土地出让金的制度、收取和支出规范以及存在的问题和解决方案方面做出了杰出的研究。本文在学者们研究的基础上对土地出让金规模进行了简单的分析。文章中以时间为线纵向分析了1999年至2010年全国总体土地出让金规模、土地出让金规模和GDP规模的相互关系和以东中西部地区为线横向分析了我国东中西三大经济圈的土地出让金规模。通过文中的图表数据分析，土地出让金纵向规模呈现出了不断增长的发展趋势，且土地出让金规模与GDP规模之间存在着一定的正相关性，土地出让金横向规模则表现出各个经济圈的水平存在着差异。在此基础上结合了一定的制度背景、经济背景和社会背景对土地出让金规模呈现出的特点进行了原因分析和尝试了长短期的理论预测，以期能较客观全面地反映土地出让金规模。

Research on the Scale of the Payment for the State-owned Land Rights Granted
Abstract
Since the first time ,the land of useful life of 50 years, 8858 square meters, closing to the Shenzhen Reservoir was sold by auction in 1987 in Shenzhen, the form of the land use system changed from the administrative allocation to the paid of using. Thus, there are many scholars who are studying on the history of the land use system, the specification of the payment for the state-owned land rights granted , the problem and the solutions to the land use system etc. In this paper, the scale of the payment for the state-owned land rights granted is analyzed .The scale is separated into two pieces, the vertical scale and horizontal scale. The vertical scale is about the whole state's payment for the state-owned land rights granted from 1999 to 2010 and the relationship between the GDP and the payment for the state-owned land rights granted. The horizontal scale is about the average scale of the three economic circles' payment for the state-owned land rights granted.According to the analyzed of data and chart, the results are as follows: the vertical scale shows a growing trend ; the horizontal scale shows the difference between three economic circles. What's more ,in order to learn more about the scale of the payment for the state-owned land rights granted globally and objectively ,this paperthe author makes a short-term prediction and a long-term forecast in terms of theory and discusses the reasons for the vertical scale and horizontal scale's characteristics in the context of the development of economy and society.
