公民有序政治参与，是政治文明发展的一个重要标志，是发展社会主义民主政治、建设社会主义政治文明的重要内容，是实现社会主义现代化的必然要求。我国是一个农业大国，农民占总人口的绝大多数，农民参政的程度和水平在很大程度上影响我国政治建设的程度和水平。在我国广大农村，农民的政治参与虽然得到了一定的发展，但从总体来看，其政治参与制度化程度还很低，参与素质和意识较差，存在大量无序参与的行为，部分地区甚至非常严重，这种情况的存在必然影响到民主政治及社会主义和谐社会的建设。因此，引导人民有序政治参与，尤其是引导和规范广大农民的政治参与行为，是我国民主政治发展和和谐社会建设的重要议题，必须加以重视。本文在政治参与的理论框架下，基于调研所获得的资料，通过对我国农民政治参与行为加以分析，力求找出目前农民参政存在的问题及影响因素，并为完善我国农民有序参政提出政策建议。

The Research for Current Chinese Farmer’s Orderly Political Participation
——Take L City Z Township of Guizhou Province as an Example
Abstract
Citizen’s orderly political participation is an important symbol of the political civilization development and a developing socialist democracy and an significant part of building socialist political civilization, also it is the inevitable requirement of the socialist modernization. China is a large agricultural country, farmers consist the vast majority of the total population. The extent and level of farmers’ political participation largely influence the construction of China's politics. Although political participation has been improved to a certain degree in China's vast rural areas, in the whole the extent of its institutionalized political participation, quality and awareness of the participation is still very low. There exist a large number of disorderly behavior, and even in some areas much more serious, which is bound to affect the existence of democratic politics and building a harmonious socialist society. Therefore, leading people to an orderly political participation, especially the behavior of peasants. It is the important issues of democratic development and building a harmonious society of China which must be paid more attention. In this paper, under the theoretical framework of political participation and based on information obtained by research ,analyze peasants participate behavior, find out the current problems and affective factors, try my best to identify the strategies and resolutions for an orderly political participation in our country.
