西安市社区卫生服务发展中存在的问题及对策研究
摘 要
目前，在城市卫生事业发展中存在优质资源过分向大医院集中，社区卫生服务资源短缺、服务能力不强、不能满足人民群众基本卫生服务需要等问题。群众看病难、看病贵已经成为突出的社会矛盾。
社区卫生服务是西安市卫生工作的重要组成部分，是实现人人享有初级卫生保健目标的基础环节。在其发展过程中难免遇到复杂的问题和矛盾。如何进一步深化城市医疗卫生体制改革，优化城市卫生资源结构，大力发展城市社区卫生服务，是摆在面前的重要难题。本文拟在调查研究的基础上作一些探讨，为发展西安市社区卫生服务、构建新型社区卫生服务体系、促进人民群众的健康水平等方面提出了一些可行性建议和对策。

Abstract

community health services are health workers in Xi'an an important part of everyone to the enjoyment of the realization of the objectives of primary health care a basic link. In the course of their development will inevitably encounter the problem of complexity and contradictions. How to further deepen the reform of urban medical and health care, health resources to optimize the structure, vigorously develop urban community health services, is before us an important problem. This article intends to study the basis for some research into the development of community health services in Xi'an, build a new community health service system, promote the health of the people made a number of areas such as the feasibility of the recommendations and countermeasures.
