西安市未央区社区卫生发展中存在的问题及对策研究
摘 要
社区卫生服务(以下简称“CHS”)是基于社区的一种综合性的基本卫生服务，是提高社区居民健康水平的重要保障。发展CHS可以优化卫生资源配置，成为有效缓解群众看病难、看病贵问题的切入点；也可以带动和促进城镇职工基本医疗保险制度、药品生产流通体制和医疗救助制度等方面的改革与发展。
本文将通过对西安市未央区卫生服务发展现状进行研究，对目前西安市未央区卫生服务发展中存在的问题做出相应的分析，以实地调研和访谈对该区CHS发展现状得以了解和掌握，同时结合未央区政府对该区卫生服务采取的措施，进一步分析该区卫生服务发展中存在的问题，并对这些问题产生的原因进行分析，在前面分析的基础上，提出相应的对策，期望能为该区今后的CHS工作提供一些参考性的建议和意见。

Problems Existing in the Community Health Service and Countermeasures Research in Weiyang Community of Xi'an city
Abstract
Community Health Service (briefly called "CHS" ) is a comprehensive fundamental hygienic service based on community, which is a major safeguard of improving community residents' health level. The development of CHS can optimize the health resources distribution , thus becoming a break point to solve the problems that it is difficult and expensive for people to see a doctor when they get sick; it also can drive and promote the reform and development in the relevant aspects such as city and town staff's basic medical insurance system, medicine produce and circulation system and medical rescue system.
This thesis will have a research on the current CHS situation in Weiyang Community, Xi'an City and analyse the present problems existing in the CHS's development. All of the results and conclusions are drawn from my investigations and interviews, simultaneously integrating the CHS measures taken by the Weiyang government to this community to further analyse these problems and try to find out the causes. According to these analysis, corresponding countermeasures will be raised. Looking forward to providing more referential suggestions to CHS practice in the future.
