阜阳市农村养老机制的现状、问题分析及对策研究
摘 要
农村老年人口占我国老龄人口的2/3以上，农村养老问题关系到我国经济的可持续发展与和谐社会的构建。农村养老机制的建立是农村小康社会的重要内容和重要标志，建立农村社会保障机制有利于消除农村贫困和防止农民返贫。当前，农村传统养老模式面临诸多挑战，其存在基础发生动摇。为此，必须探索新形势下农村社会养老制度的新途径、新思路、新机制，才能有效维护农村社会安定有序，促进农村经济的发展，建立和谐的代际关系。
本文首先简要地说明研究目的和意义、研究现状、研究的内容及思路，接着介绍农村养老的相关理论，客观地分析目前我阜阳市农村养老机制的现状。指出当前阜阳市农村养老机制存在的主要问题，并分析问题产生的原因，结合阜阳市农村社会保障制度的具体实际，提出切合实际的改革构想，即农村养老的多元协调发展模式，较为详尽地分析了健全我市农村养老机制建设对策。

The Status Quo， Problems Analyses and Countermeasures Research of the old-age Care System in Fuyang’s Countryside
Abstract
The number of the old people in the countryside is more than 2\3 in that of the nation’s. Old-age care problems in the countryside closely linked to the economic stability harmonious society’s construction. The establishment of old-age care system in the countryside is the important content and mark of the well-off society. Setting up the countryside’s social security system does good for eliminating the poverty and prevent the farmers from being poor as they used to be. Presently， the traditional pattern of the old care system in the countryside faces many challenges its existing base is quite weak. Therefore， only through the new ways，ideas and mechanism of the old-age care system in the countryside being explored under the new circumstances can we effectively ensure the social stability， promote the economic development and build the harmonious generation relations.
This paper first briefly introduces the research’s purpose and meaning，Research Status and the research’s content，and ways of thinking. Then,it introduces some theories relevant to old-age care in the countryside，analyzing the status quo of the old-age care system in Fuyang objectively. It points out the problems existing in the old-care system of Fuyang city and analyses the causes. Combing with the actual situation of the social security system in the countryside of Fuyang，this paper puts forward the practical reform blueprints，namely，multi-element coordinate development pattern. It analyses how to improve the counter measures of the old-age care system in great details.
