阜阳市农村社会保障问题研究
摘 要
社会保障是社会安定的重要保证。而农村社会保障是具有中国特色的保障形式，也是实现城乡协调发展，实现经济社会协调发展，建设社会主义新农村和构建社会主义和谐社会的重要途径。随着效益与风险并存的市场经济的日益完善，如何建立与之相适应的农村社会保障，已成为社会日益关注的焦点和农民的迫切愿望。
本文对安徽省阜阳市农村社会保障的问题进行研讨，首先通过观察法、访谈法以及文献查阅法了解我国农村社会保障的现状，根据现状，对比阜阳市农村社会保障存在的问题，并深入分析产生这些问题的原因，指出农村社会保障体制的不健全和农民的社会保障观念淡薄，最后根据现实中存在的问题，从引导农民对社会保障的重视，以及政府部门需要改变的农村社保体制两个方面提出改善和改进的办法.

Abstract
Social security is an important guarantee for social stability. Fuyang City of Anhui Province in this article the question of social security in rural areas to discuss, first of all, through observation, interview and inspection method to understand the literature of China's rural social security status, according to the status quo, compared to rural areas in Fuyang City, the social security problems, and in depth analysis may the reasons for these problems that the rural social security system is not sound and the concept of social protection of farmers weak, and finally based on the realities that exist, from the leading farmers of the importance of social security, as well as government departments need to change two of the rural social security system areas for improvement and ways to improve.
