运城市“新农合”制度执行中存在的问题及对策研究
摘要
新型农村合作医疗制度，是新形势下解决“三农”问题，建设和谐社会的成果，是提高农民健康保障水平，减轻医疗负担，解决因病致贫、因病返贫问题的重要保障。从2003年试行以来，就受到社会各届的高度关注。
山西省运城市在“新农合”制度的执行中取得了很大的成果，但也存在着一些问题，本文通过分析政府、医疗机构、农民各方在执行或参与“新农合”制度中存在的问题，并分析问题产生的原因，最后提出相应的解决方案，以完善“新农合”制度，达到当地政府和农民的双赢。希望通过本文的探索和研究，能够对运城市“新农合”制度的推行起到一定的推动作用，从而保障农民的利益，保障社会的稳定，促进经济的发展。

Research on the Problems Which Exist in the Implementation of New Rural Cooperative Medical System in Yuncheng County and Countermeasures
Abstract

Yuncheng of Shanxi Province in the "new farmers" in the implementation of the system has made great achievements, but there are also some problems, this article through the analysis of government, medical institutions, farmers in the implementation of the parties or take part in the "new farmers" in the system problems, and analyze the causes, the end of the corresponding solutions to improve the "new farmers" in the system, local government and farmers to achieve a win-win situation. Hope that through exploration and research of this article, transported to the city the "new farmers" in the implementation of the system play a role in promoting, in order to protect the interests of farmers to protect the social stability and promoting economic development.
