神木县新型农村合作医疗现状调查与分析
摘要
农村医疗卫生直接关系到每位农民的生老病死、家庭的生活状况、农村社会的稳定和经济社会协调发展以及农民的全面发展。建立新型农村合作医疗制度，是中央政府为解决农民“因病致贫，因病返贫”的重要举措，是农民的基本医疗保障制度。
神木县自2005年开始作为陕西省实施新型农村合作医疗试点县，经过三年多的努力工作已经取得了很大成就。本文在调查研究的基础上，对神木县农村合作医疗实施中的宣传状况、参保状况、相关医疗满意度情况以及对农民产生的影响等方面进行客观的分析，发现合作医疗存在宣传力度不够、医疗体系不健全，城乡医疗资源分布不均、药品价格偏高，可用报销药品少、城乡医疗服务差距过大、对合作医疗保种意见不同等问题，针对以上出现的问题，论文提出：加大宣传力度、加大乡村卫生机构的建设力度、加强医药市场管理，放宽报销品种、加强人才培训，提高农村医疗、防保人员的整体素质等对策建议。同时本论文提出的对策建议对神木县新型农村合作医疗的发展和完善具有一定的实用价值，对于其他试点县具有借鉴作用。

The Survery and Analysis of the New Rural Cooperative Medical in Shenmu County
Abstract
The rural’s medical treatment and health have direct relation to each farmer's birth and death, family’s living conditions, rural community’s stablity and the coordinated development of economic and society as well as farmer's overall development. Establishing the new rural cooperative medical service system, is the important action of the central authorities to solve the farmer’s trouble that “to fall poverty because of sickness , to return to poverty because of sickness”, is farmer's basic medical service system of safeguards.
Shenmu County become an experiment site county of Shanxi Province to implement the new rural cooperatives medical service from 2005, through more than three years hard work, they have already achieved very great achievement. On the foundation of investigation and study, this article makes objective analysis of the propaganda condition, the insured condition, the related medical degree of satisfaction situation as well as aspects and influence in the rural cooperatives medical service implementation of Shenmu .It shows that cooperative medical treatment exists many problems ,for example, the propaganda is insufficient, the medical system is not perfect, the city and countryside medical service resources is distributed uneven, the drug’s price is high, available reimburses of drugs is to be few, the medical service disparity between the city and countryside oversized, and they have disagreement with the species of the cooperative medical treatment. To aim directly at the above problems , the paper proposed: to increase the propaganda dynamics, to enlarge the village health agency construction dynamics, to strengthen the medicine market regulation, to relax the reimburses’ species, to strengthen the training, to enhance the countryside medical service, to take care of workers' countermeasures and so on . Simultaneously, the present paper’s countermeasure has certain useness to the new rural cooperative medical service's development and consummation of Shenmu County, and also it’s a mirror to other experiment site county.
