阜阳市杨楼乡新型农村合作医疗制度实施效果调查与分析
摘要
新型农村合作医疗制度，是党中央、国务院为切实解决“三农”问题，大力加强农村卫生建设，从根本上消除农民因病返贫、因病致贫现象，更好地解决我国农民的医疗保障问题采取的一项重大战略举措。推行新型农村合作医疗制度，对提高农民健康水平，促进农村经济发展，建设社会主义新农村具有重大意义。尤其是对新型农村合作医疗制度的实施效果的调查具有十分重要的现实意义。
本文首先对新型农村合作医疗制度的概念、特点及意义进行阐述，并介绍了相关的国内外新型农村合作医疗制度的实施情况。其次对阜阳市杨楼乡新型农村合作医疗制度运行情况进行介绍，并对杨楼乡的新型农村合作医疗制度的实施效果进行调研并对调研结果进行分析研究，找出制度实施过程中存在的问题并进行原因分析。最后，根据分析研究后的结果，提出改善新型农村合作医疗制度的对策及建议，更好地促进适合杨楼乡新型农村合作医疗制度的发展。

he Investigation and Analysis of the New Rural Cooperative Medical System’s Implementing Results in Yanglou Township in Fuyang City
Abstract
New-type rural cooperative medical system, which is the solution that the CPC Central Committee and the State Council solve the “three rural” issue effectively, it is a major strategic initiatives to eliminate the peasants returning to poverty caused by illness, becoming poverty due to illness, solve the problems of medical protection. Carrying out the new rural cooperatives medical service system is good to raise the farmer’s health standard， to promote the rural economic development， and to have the great significance in building socialism new countryside. Especially， it has the very vital practical significance to investigate the new rural cooperatives medical service system's implementation effects.
Firstly， this article introduces the new rural cooperatives medical service system's concept， the characteristics and the significance， and also introduces the related domestic and foreign new rural cooperatives medical service system's implementation situation. Secondly， this article introduces the operational aspect of new rural cooperatives medical service system in Yang Lou township， investigates and studies the implementation effect and conducts of new rural cooperatives medical service system in Yang Lou township， discovers the questions which in the system implementation process and carries on the reason analysis. Finally， after the study's result， proposing the countermeasures and the suggestions to promote new rural cooperatives medical service system's development in Yang Lou township.
