西安市炭市街旧城改造存在问题及对策分析
摘要
旧城改造是城市复兴的重要手段，是改善人居环境、实现土地利用集约化的重要途径，是激发城市生机与活力的重要手段，是加速城市经济发展与加强投资的重要措施。炭市街旧城改造作为“皇城复兴计划”的重点工程，它的成功势必为西安的飞速发展提供一个良好的平台和基础。本文通过研究国内外旧城改造事业的发展与成就，了解旧城改造事业的宏观形势，总结一些值得借鉴的经验和可行措施。通过对本文实例——炭市街旧城改造其历史发展和旧城改造后现状的分析，结合当时政府的改造方案，主要采取实地调查的方法，发掘炭市街旧城改造存在的问题。通过分析所存在问题产生的根源，结合旧城改造在西安发展的实际情况，科学性的提出相关对策，更加完善炭市街旧城改造的进程，同时为西安“皇城复兴计划”的圆满成功提供了有力的保障。

The Existent Question and Countermeasure Analysis of the old City Reconstruction of Tanshi Street in Xi'an
Abstract
Transformation of the old city is an important means which the city renaissance, and a significant approach to improve the living environment and realize land-use intensive, a main method to stimulate the vitality and vigor of the city, a vital measure to accelerate urban economic development and strengthen the investment. As a key project of "Imperial recovery plan", the success of Tanshi Street transformation of the old city is bound to provide a good platform and infrastructure for the rapid development of Xi'an. This paper adopts to the research that the development and enterprise of old city reconstructive at home and abroad, understands the cause of the macroeconomic situation, summaries some recommendable experience and feasible measures. Then, through the analysis of its historical development and the then situation after the old city transformation of Tanshi Street which is the specific examples of this paper, with the then government's rehabilitation programmers, explore the existing problems of Tanshi Street mainly with the method of field survey. After analyzing the root causes of these problems, combine the actual condition of the old city reform in Xi’an, this article puts forward relevant countermeasures scientifically, which improves the process of the old city reconstruction, as well as offers a powerful guarantee for the satisfactory success of "Imperial recovery plan".
