摘  要

人才市场的出现是我国社会主义市场经济发展的客观要求和必然产物。发展邵阳人才市场,对促进人才合理流动,对于提高人才素质,优化人才结构,促进邵阳经济的发展和维持社会的稳定有重要的意义。
人才市场应具备人才的开发培训、市场配置、管理服务、测评及评价等功能。在发展人才市场方面,西方发达国家有着成熟的经验,注重对人才市场的立法规范、强调政府宏观管理;充分发挥价格、供求等市场信号的作用,人力资源完全契约化等等。而我国在发展人才市场方面尚处于起步阶段,特别是经济较落后的邵阳。
邵阳人才市场成立于1999年,发展经历了萌芽、活跃、平稳发展、培育和发展、转型五个阶段。发展至今,邵阳市人才市场取得了一定的成就,但存在着市场主体不到位、市场运行机制不够完善、市场的服务功能不够健全、市场的信息化水平还较低等不足之处。严重阻碍了人才市场的发展。
随着我国加入世贸组织,新时期中国人才流动、人才结构调整加快、人才国际化的趋势日益明显、人才资源配置方式更趋市场化等新特点。因此对邵阳市人才市场的工作提出了新的要求,人才市场的发展应顺应形势的需要,及时调整,为邵阳经济建设的大局服务。
本文从以下几方面进行阐述:人力资源与人才市场的概念;邵阳市人才市场的现状、主要存在的问题及其发展的对策建议。

 Abstract
 The appearance of talent market is the objective demand and certain product of our socialist market economy.Developing talent market and promoting talents exchang rationlly has very important significance to improving the aptitude and value of talents,also to optimizing the structure of talents.It also has very important significance to developing shaoyang’s economy and the stable of socity.
 The functions that talent market should possess is cultivate and training,distribution,administration,evaluation.In the development of talent market,the western developed countries have ripe experience,include emphasizing legal norm,the government’s function of macro administration,giving full scope to the market,contracting the manpower,etc.
Shaoyang city talent market goes through five phases since its setup,include the rudimentary stage,the active stage,the developing smoothly stage,the cultivating and growing stage,the converting stage.
Shaoyang city talent market has many shortage,yet it acquires great achievement,include the market role being not exact,the run menchanism of market being not perfect,the service function being not perfect,the communication level being still low,etc.These shortages counterwork the market’s development.However,it also has many opportunities,including the service industrialization and absorbing the foreign capital and technology.
With China entry into WTO,the talents flowing appears new characteristic,which include the restructure of talents being more quick,the current of talents flowing internationally being obvious,the mode of deploy talents depending on market much.The characteristic in the new period brings forward new need that the government-owned talent market should conform to new wants and adjust in time to service shaoyang’s development.
In order to develop,the shaoyang city talent market should take measures include promoting the market’s roles get to proper station,perfecting the market system,perfecting the run mechanism and sevice functions,quicken the industrial and special development,ect.
