企业综合人力资源管理评估标准化探讨


摘  要
综合人力资源管理评估标准体系是近年来企业管理体系中的重要部分和企业可持续发展能力的重要保证。本文分析了构成了综合人力资源管理评估标准体系各个子体系之间的相互关系和具体要素之间的对应关系,指出其相同点和不同点,为人力资源综合管理评估标准体系综合奠定了基础。本文以人力资源战略管理评估、人力资源绩效管理评估和人力资源价值管理评估这三个体系为重点,运用人力资源管理评估标准体系综合的基本原理和方法,探索了多个管理评估标准体系综合的理论基础、方法及系统构建。通过分析各管理评估体系的兼容性,论证了建立综合人力资源管理评估标准体系的可行性;提出了建立综合人力资源管理评估标准体系的方法。指出了在建立该综合管理评估标准体系中存在的几个问题:(1)体系的文件资料过多。(2)独立性差。(3)企业的规模过小。(4)企业的发展过快或是过快;提出了针对以上问题的具体应对措施:(1)精简文件。(2)提高体系建立的独立性。(3)衡量企业的规模。(4)企业走科学发展的道路。

Abstract
Human resources management appraisal system was the recent years business management system's key character and the enterprise sustainable development ability important guarantee. This article has analyzed between each system's reciprocity and the concrete essential factor corresponding relationships, pointed out that the same spot and the diversity, have laid the foundation for the human resources integrated management appraisal standard system synthesis. This article take the human resources strategy management appraisal, the human resources achievements management appraisal and the human resources value management appraises these three systems as the key point, the utilization human resources management appraisal standard system comprehensive basic principle and the method, has explored many management appraisal standard system comprehensive rationale, the method and the system construction. Through analyzes each management appraisal standard system's compatibility, has proven the establishment synthesis human resources management appraisal standard system's feasibility; Proposed the establishment synthesis human resources management appraisal standard system's method; Had pointed out in establishes several each one question which in this integrated management appraisal standard system exists: (1) system's document material are excessively many. (2) the independence is bad. (3) enterprise's scale is too small. (4) Enterprise's development excessively quickly perhaps excessively quickly .Proposed in view of the above question concrete counter measures: (1) simplifies the document. (2) enhances the system establishment the independence. (3) weighs enterprise's scale. (4) the enterprise walks the scientific progress the path.
