摘 要
随着中国物流企业的发展和扩大,企业越来越依赖和重视企业的人力资源管理,尤其是绩效管理,因为作为现代企业管理工具之一,有效的绩效管理体系能够帮助企业达成使命,创造优良绩效,并成为企业成长发展的持续动力源泉。
本文结合国内外最先进的绩效管理领域的理论和方法,根据人力资源管理体系中绩效考核相关理论的指导,对新时代国际运输服务有限公司实施关键绩效指标考核体系失败的原因进行深入研究,找出公司绩效考核存在的问题,并提出公司绩效考核问题的对策方法。该对策主要从绩效考核的理论和方法出发,探讨绩效考核的设计和实施过程,从以下几个方面改善提出建议方案: (1)明确绩效考核目的;(2)优化和完善企业的组织架构;(3)进行工作分析,准确设定考核标准;(4)进行绩效考核前的培训;(5)组建优秀的考核团队。

Abstract
As the Chinese logistics enterprises grow and expand, the enterprises are more dependendent on and pay more attentions to the management of human resources, especially the performance management. As one of management tools in the modern enterprise, the effective performance management system can help businesses achieve their mission, create excellent performance, and provide the constant power source for the growth and development of the company.
By combining the theory of the most advanced performance management with its method, under the guidence of the relative theory of performance evaluation in the system of human resources management, this paper has launched a profound research into the causes that why the New Times International Transport Service Co.,Ltd's conduct of key performance index evaluation system failed. It had also found the existent problems of the company performance evaluation and had come to a conclusion of how to solve them. Starting from the theory and method of the performance appraisal, this conclusion has explored the design and implementation of the performance appraisal and put forward the following recommendations for improvement:
(1)Specify performance evaluation purposes;
(2)Optimize and perfect the enterprise's organizational structure;
(3)Conduct work analysis, accurately set the assessment criteria;
(4)Conduct pre-training performance assessment;
(5) Set up the excellent evaluation team.
