平衡计分卡在医院绩效管理中的运用对策研究


摘 要

在人力资源开发与管理中,绩效管理是一项重要的基础性工作。推行科学的绩效管理,提高医院人力资源管理水平,是解决当前看病难、看病贵问题的重要途径之一。
本文首先阐述了绩效管理及平衡计分卡的相关理论,然后在对我国医院绩效管理现状、问题分析的基础上,结合医院特点以及平衡计分卡理论,对我国医院绩效管理引入平衡计分卡的必要性进行了分析,最后尝试性地探讨了平衡计分卡在医院管理中的运用对策: :(1)充分做好前期准备;(2)构建有效的支持体系;(3)推行流程管理,重视细节控制;(4)整合资源,探索医院与公益性平衡。

Abstract

Performance management is an important and basic work in human resources development and management.  It is one of the key approaches to solve the problems of difficult and expensive medical care to implement the scientific performance management and improve the management level of human resource in hospital. 
At first, this paper elaborates relative theories about performance management and balanced scorecard. Then,in view of the current situation and problems of performance management in Chinese hospital, hospital characteristics and the theories of the balanced scorecard, the necessity of introducing the balanced scorecard to the hospital performance management is analyzed. On this basis, this paper tentatively probes into the application of balanced scorecard in hospital management: :(1) To do well in the preparatory. (2) Build effective support system. (3)implement process management and attach importance to the control of details. (4) integrate resources and probe the equilibrium between hospital interest and public interest.
