国内中小企业人力资源危机及预警研究


摘   要
人力资源危机已经成为企业最经常面临的危机,特别是中小企业规模小、稳定性差、人员流动频繁,更容易发生人力资源危机。因此,研究中小企业人力资源危机,及时预警企业面临的人力资源危机,并提出预控方案,对于中小企业防范人力资源危机,将企业损失降到最低程度,促进企业的可持续发展具有重要的理论意义和实际意义。
本文从广义人力资源危机的角度,在分析我国中小企业人力资源危机成因的基础上,揭示了进行人力资源危机预警的必要性,结合企业危机管理、人力资源管理的相关理论,构建中小企业人力资源危机预警机制,并提出相关措施:(1)树立企业的人力资源危机预警意识;(2)组建专门的中小企业人力资源危机预警管理的组织机构; (3)加强中小企业人力资源管理者的危机预警知识的培训;(4)提升中小企业人力资源危机预警的信息化能力;(5)加强企业的人力资源日常管理等措施。本文最后通过结合实证分析,为企业解决人力资源危机提供了理论依据和实用对策,有力地支撑了论文的观点。

Abstract
Crisis of human resources has become the most frequently crisis on which the corporations faced, particularly in SMEs, as their small scale, poor stability and personnel flow. Therefore research on crisis early warning mechanism for human resource in the SME is timely. Early warning, pre-control and proposed program for the SMEs to prevent the crisis in human resources are of great theoretical and pratical significance, as the enterprise can reduce losses to the minimum and can promote the sustainable development of enterprisis.
From the perspective of the generalized human resources crisis,on the basis of analyzing the SMEs human resource crisis causes, the article reveals that SMEs need carry out human resource crisis forewarning. By virtue of the business crisis manages and the human resources management related theories, constructs the SMEs human resources crisis forewarning mechanism, and proposes the associated measures: (1)sets up enterprise's human resources crisis forewarning consciousness.(2) sets up the special SMEs human resources crisis forewarning management organizations, which help complete the human resources crisis forewarning mechanism, s function to provide the carrier. (3) reinforces crisis of SMEs human resources director forewarning knowledge training. (4) promotes the informationization ability which the SMEs human resources crisis forewarning.(5) Strengthens enterprise's human resources current management which and so on. Finally, through empirical study on the case,the article povides The theory support for the human resource crisis recognition and the solution, which strongly support the article’s points.
