对新时期企业办公室管理的探讨

随着建设、完善现代企业制度和加入WTO的形势需要，我国企业正面临前所未有的机遇和挑战。体制的改变以及市场经济体制的进一步完善与确立，迫使企业必须寻求适应自身发展的道路。面对新的形势，作为企业“窗口”、承担着协调服务、参谋助手等任务的综合办事机构——办公室，也面临着许多新情况、新问题、新挑战。
目前，我国企业办公室管理的发展尚不成熟，在管理观念、管理制度、管理职能以及人员素质等方面都存在问题。论文正是考虑到了当前社会发展的趋势和办公室管理的一些现状，在阐述办公室管理相关理论的基础上分析目前我国企业办公室管理面临的这些问题和挑战，并将理论联系实际，从理顺体制、转变职能、明确目标、提高人员素质以及提高办公自动化水平等多个角度，提出了解决问题的对策。为今后探索企业办公室管理的新方法、新内容和新理论抛砖引玉，使企业办公室管理工作正式纳入企业“管理科学”中去。

ABSTRACT

With the establishment and improvement of modern enterprise system as well as well as the need to join the WTO, Chinese enterprises are facing unprecedented opportunities and challenges. Changes in the system and the further establishment and improvement of the market economy drove the enterprises must find their own path of development. Facing new situation, the office， as the integrated department, considers t be the window of enterprise, assuming the tasks of service coordination and staff assistant, but also face many new situations, new problems and new challenges.
At present, the development of office management is immature, so there are many problems in the management philosophy, management system, management functions, as well as the quality of administrator. As regard to the current trend of social development and office management, this Paper based on the relatively current office management theory to make an analysis of certain problems and challenges of Chinese enterprises faced in the status quo. Meanwhile, it integrates theory with practice, from the points of theoretical system, functions transformation，clear objectives, administrator quality improvement and the level of office automation advancement to put forward solutions. Also, it sets an example for future business office management to explore new methods, new content and new theory in the purpose of put the enterprise office management into the enterprise “management science”.
