江门市聋人民生状况及其社会保障

摘要

社会保障制度作为一个社会制度体系，弱势群体是其最基本的保障对象，社会保障制度把向弱势群体提供最低生活保障为最基本的职责，进而以促使全体社会成员免于沦为弱势群体为历史使命，在弱势群体社会保护方面起着重要作用。聋人是社会中最困难的群体,也是残疾人中的困难群体，由于身体上的残疾使得他们很容易在现代社会生活中处于弱势地位。因此我们应当给予他们更多的关注和帮助，通过建立健全各种保障和救助措施改善他们的生存状况。
本文以社会保障制度为理论基础,以江门市聋人民生状况为事例，通过对聋人进行问卷调查、及对从事聋人服务工作的人士和教育人事进行笔谈调查，分析和揭示了江门市聋人的民生状况，依据存在的问题提出健全与完善江门市残疾人群体社会保障机制的政策建议。

Abstract

The social security system and the social protection for the vulnerable groups have an inherent and tight connection,The most fundamental target of the social security system is the social vulnerable groups i.e.,the most basic duty of the social security system is to guarantee the minimum living standard of vulnerable groups,and impel all social member to live equal happy life as much as possible without being vulnerable. The Deaf is the most difficult group in the society, even also is the most difficult portion in the disabled population. Due to the physical disability, they are liable to be in a weak position of the modern social life. Therefore, we should pay more attention to them and help them more as well as enhance their living conditions by establishing and perfecting all kinds of measures in security and aid.
This paper mainly talks about the social security system and the social protection . Use the deaf people of Jiangmen for example, Through the investigation about deaf livelihood of the people condition. Interview deaf volunteer and educator, Analysising and revelation the problem for the deaf of Jiangmen.According to the policy recommendations to establish and improve the social security system for the vulnerable groups’protection.
