广东省农村养老保险实施的困境与对策

摘   要

在社会变迁、经济转型，尤其是城市化的快速推进对传统农村家庭养老的功能冲击日渐的背景下，农民的养老，特别是富有流动性的农民工群体或正在身份嬗变的被征地农民群体的养老问题，是目前农村社会最为严峻和亟待解决的现实问题。如果解决不好，将直接影响农村城市化进程、全面建设小康社会、构建和谐社会和建设社会主义新农村等诸多目标的实现。因此，如何通过养老制度推广及创新来解决农民的养老问题，成为继续推进城市化、工业化，有效解决“三农”问题，实现城乡社会经济统筹发展的关键。
近年来，我省的农村养老保险虽取得了不少的成绩，但依然存在许多问题，使得养老保险的实施面临着尴尬的困境，为加快我省农村经济社会发展，促进农村社会和谐发展，应该强化政府的责任，增强农民保险意识，完善养老保险法律法规，加强基金管理，逐步建立多层次的养老保险模式。

Abstract

Under the background of the social change and the economic restructure, especially the rapid urbanization impact the function of the traditional rural families pension, the farmers’s pension issues, especially the farmers who rich of flow or whoes identity being evolution. If not properly solved, it will directly affect reach the goals, such as the process of urbanization in rural areas, the construction of the well-off society and the harmonious society and the goal of building a new socialist countryside. Therefore, how to solve the problem of old-age farmers through the old-age pension system innovation, become the key point of continue to promote urbanization and industrialization, solve the problem of “the agriculture, rural areas and farmers” effectively, and achieve the urban and rural socio-economic co-ordinating development.
Recent years, the rural old-age pension insurance of Guangdong Province get many achievement，but many problems still exist，making the implementation of the old-age pension insurance faced with embarrassment. In order to accelerate the rural economic of Guangdong Province, promote the harmonious development of rural society, it should be strengthen the responsibility of the Government, enhance the awareness of farmers insurance, consummate the old-age insurance laws and regulations, strengthen fund management, and establish the multi-levels model of the old-age insurance gradually.
