网络反腐：论互联网时代公共监督的新发展

摘    要

互联网，改变着人们的生活方式，也对政治生活和社会生活产生深刻影响。互联网使公众更容易获得信息。当今网络的快速兴起，使公众对政府公共部门的监督变得更容易了；他们的一举一动、一言一行都将置身于媒体和群众的监督之下、评说之中。中国现有近3亿网民，网民参与的普遍性，使得监督无时不在，无处不在，俨然一张群众监督的“天网”。网络以其公开透明快捷的特性，成为反腐败的天然盟友，网络已经成为反腐新宠。互联网时代的公共监督必然呈现更多的新特点。那么信息时代的到来和互联网的兴起，对公共监督究竟会产生什么影响？这些影响对我国的政治民主化和行政治理的科学化、现代化又有什么作用？这种新的监督方式又会存在哪些缺陷？而我们应当如何合理地利用互联网和公共监督呢？
本文试图通过我国公民利用互联网进行公共监督的案例，来探讨公共监督的新形势，指出其中存在的一些问题并提出一些政策建议。

Abstract

The internet have changed the way of peoples living as well as they political life and social activities. It enables people to get information more easily. As the development of internet in China, the public supervision to the government and their employees is more convenient. All the activities of the government and public servants are under the supervision of the public and mass media. The population of internet users in China is more than 0.3 billion, there’s a wide participation of public in the political life, make it a “big net” against corruption. The public supervision to the government and public servants have many new characteristics, such as fast and direct. So, the questions in this paper are what impact will the internet period bring to the public supervision? How could it help the democratic and scientific of our politics and public administration? What are the short comings of this new mean of public supervision and how could we make good use of it?
