新农村建设社会保障体系问题研究

摘    要
新农村建设实践正在不断深入，现阶段我们要积极探索适合新农村建设的社会保障体系，加快建设社会主义新农村的步伐。立足于我国新农村社会保障体系的发展与现状，对我国新农村社会保障体系存在的主要问题进行了分析，其中主要存在立法不健全、法律实施机制较为薄弱、制度缺失等问题。对此，提出有关社会保障体系改革对策，首先，将农村社会保障制度纳入立法体系；其次，建立符合农村社会经济发展特点的合作医疗制度；最后，建立农村最低生活保障制度。

Abstract
The practice of building a new countryside is growing in depth, at this stage, we need to actively explore the rural areas for the construction of a new social security system, speeding up the construction pace of new socialist countryside. The article based on my new social security system in rural development and the status quo of China's new social security system in rural areas the main problems are analyzed, mainly the existence of legislation does not sound weak law enforcement mechanism, the system deficiencies and other issues. In this regard, on the Reform of the social security system, first of all, the rural social security system into the legislative system; Second, the establishment of socio-economic development in line with the characteristics of rural cooperative medical care system, and finally, the establishment of the rural minimum living standard security system.
