论古代信访制度
 

摘要：信访是社会成员通过通讯、访问等形式向社会组织管理着反映个人或集体意愿的一种社会政治交往活动，是一种客观存在的社会现象，是社会矛盾通过特殊-形式的必然反映。信访有着联系群众，保障群众权利和利益，监督管理者，维护社会和组织的安定团结的巨大作用。现在中国有专门的国家信访局，而且各级行政部门也设立信访机构，企事业单位也大多设立信访部门。信访越来越普遍，越来越深入人们的生活当中，对人们的生产生活有着巨大的影响与作用。虽然直到新中国成立后“信访”一词才出现，但信访是一种早已存在的现象，在古代就产生了，以着不同形式表现出来。古代几千年历史中，出现了各种信访形式，这是古人几千年的经验积累，当中不乏许多行之有效的方法，在许多史籍上都有体现。这也是一种人类智慧成果，我们应当批判继承，好好研究古代信访，借鉴古代信访的成功之处，认清其不足之处，以之为镜，避免重蹈覆辙。以此来发展和完善现代信访。

The inquiry is getting more and more common, middle more and more thorough people's life, has the huge influence and the function to people's production life. Although was established after new China “the inquiry” a word only then appears, but the inquiry is the phenomenon which one kind already exists, has produced in the ancient times, by different formal expression. Ancient times in several thousand year history, presented each kind of inquiry form, this is the ancient several thousand year experience accumulation, middle many many effective methods, have in many historical records manifest. This is also one kind of human brain achievement, we must criticize inherit, studied ancient times the inquiry well, profited from ancient times inquiry's success, clearly recognized its deficiency, take it as the mirror, avoided making same mistakes over again.
