摘  要
无论是在国内还是国外，项目管理的学科、技术和应用的普及与发展已经进入了一个飞速发展的时代，信息技术（Information Technology，简称IT）的发展又将IT项目管理推向了全新的应用高度。本文分析了IT项目管理技术及其应用与发展的关键问题，提出了基于系统集成理念构建的IT项目管理的体系结构和技术框架，肯定了IT项目管理的总体指导思想和实施策略是“需求牵引、效益驱动、总体规划、分步实施”。同所有项目一样，有效的管理也是信息化项目成功的必要条件。但是中小企业IT项目的实施情况一直很不乐观，面临着大量的困难和问题，主要体现在企业管理者感到毫无经验和把握、需求描述不清、项目满意度差、项目经常延期和超支、忽视培训和维护等方面。
本文通过调研分析我国建设中存在的项目管理典型问题，在现代项目管理理论和软件工程化理论的基础上，提出了简单实用的中小企业IT项目管理模型。在该模型方法的指导下，灵活运用成熟项目管理软件（Microsoft Project 2000）工具，开展项目管理工作，快速有效地实施IT项目，为企业带来效益。
该模型把中小企业IT项目分成了启动、计划、实施、收尾4个实施阶段，并从系统规划、供应商选择、合同条款、项目的目标和范围、项目组织、项目计划、进度控制和报告、项目任务管理、项目质量管理、问题跟踪、项目成本管理、项目风险管理、项目文档管理共13个方面开展项目管理工作。
本文还介绍了航空工业出版社网站系统项目的实施过程。在项目实施过程中，甲方项目主管按照本文的项目管理模型开展工作，并利用Microsoft Project2000软件为工具，在预算范围内顺利实施了项目，项目双方基本满意。

ABSTRACT
Facilitated by brisk market demand and promoted by related policies, it is now commonly accepted that industrialization can be largely propelled by IT development. It is a fact that E-government and E-businesses are increasingly on the rise. It has become an irreversible trend for government and enterprises to get access to Internet and IT technology has inevitably become the core of modern enterprises’ management. However, there is a short supply of those managerial talents who can help enterprises through this process, especially for CIOs of medium and small enterprises. The hard fact they should face is how to achieve the success of an IT project with limited capital, talented personnel, techniques, management and experiences.
This thesis is to research and analyze typical questions which medium , relying on modern project management theory and software theory. With that model and by employing such management software as Microsoft Project 2000,and taking into account of the special conditions of medium and small enterprises, an effective IT project management can be implemented which can bring good economic results for enterprises.
The model mentioned above can be divided into four stages: starting period, planning period, implementation period and ending period. The whole project management will be carried out in 13 aspects: systematic planning, selection of supplier, deliberation of contract clauses, goal and scope, organization, planning, progress and related reports, task management, quality management, problem-checking, cost management, risk management and document management.
The thesis also makes an introduction of the whole process of website project of the Aviation Industrial Publishing House. Carrying out the work according to the model mentioned above, and by employing Microsoft Project 2000 in the process, the project resulted in smooth completion without any overspending and both sides were satisfied.
